I’m willing to bet that these things only existed on paper, used to cover where the money was really spent on secret operations. I’m willing to bet most of your $300 hammers aren’t accounting mistakes either, but rather cover ups for items that are secret enough that they don’t want them to appear on the books.

This almost certainly isn’t a real issue.
The news story specifically mentions “vehicles, a weapon, generators, computers, radios, and phones”. How can that possibly add up to anything like $28 million. “A weapon” (meaning ONE) is missing in a WAR ZONE – Please…….!
More likely the inventory submitted by the contractors was in the “wrong” format and thus ALL of it was considered “unaccounted for” by the bean-counters in question. Not different than if you filled out your income tax return forms wrong.
