Bulgarian Golden Coast is beautiful. Try Macedonia also, it is in the neighborhood.

Depends on where you want the property to be near. Whether a rural or urban setting.
So Poland (as ribuckey said), Bulgaria, Romania, and Hungary would be the lowest pricing. You could include parts of Russia as well, but up to you.
